		<description><![CDATA[Soviet Union and Russia has had a number of clueless and audacious professors. Panarin is clearly one of the kind.
Having lived in Soviet Union, Russia, Georgia and the USA, I can tell with confidence that disintegration of Soviet Union was a matter of time. I grew up in Soviet Union. I was 19, when USSR fell apart (I am happy it did). After the disintegration, I lived in Georgia for 6 years and in Russia for 2 years. For the last 10 years I have lived in the USA. 
Minorities, such as Georgians, Azeris, Ukrainians, Lithuanians, Latvians, and Estonians disliked or hated Moscow dominated rule based on violence and intimidation of smaller republics. In addition, there was a significan degree of interethnic mistrust and even anymosity. Anybody who served in the Soviet Army will testify that any military base was informally divided to 5 or more groups, based on ethnic origin: Ukrianian (particularly central and western), Middle Asian (Kazakh, Uzbek, Turkmen, Kyrgyz, Tajik), South Caucasian (Georgian, Azeri, Armenian), North Caucasian (Chechens, Ingushian, Daghestanian, Kabardian), Baltic (Lithuanian, Latvian, Estonian), and Russian. Different ethnic groups fought on a regular basis. Occasionally abuse led to large-scale violence among the groups.  
Having friends in Russia and closely monitoring news from Russia, it seems very obvious that interethnic clashes intensified since Russia succeeded USSR. Racial discrimination and hatred crimes are more widespread in Russia. Russian citizens of North Caucasian origin are disenfranchized in their own autonomous republics and in the rest of Russia. In addition they along with Middle Asians are increasingly targeted by Nazi groups. Modern Russia has more preconditions for internal implosion, collapse and disintegration than any other country in the world.   
All of the above is completely different from the situation in the US, unless one judges the latter based on some outdated American action movies describing prison life. 
Shortcomings of American Federal government does not come close to some of Kremlin policies, such as  “propiska” (registration) policy within Moscow. If you are a Russian citizen from anywhere beyond Moscow, you are allowed to stay in Moscow for 48 hours only. The policy is well-enforced in Moscow. Any police officer in Moscow is allowed to check your ID without any reason and your ID must demonstrate that you are registered in Moscow or you must demonstrate that have arrived to Moscow within 48 hours. 
As a Georgian American who lived in Russia and the US, I am positive that Americans who share power with all racial, ethnic, and religious groups, who elected the first African American president, who have largely eliminated any kind of discrimination, who have no problems migrating and settling all over the US will never consider or allow disintegration of my second homeland, the United States of America. 
Having said this, I would like to emphasize that Kremlin’s wishfull thinking and its illegal/immoral actions within Russia and beyond may not be ignored and must be taken seriously. Americans should not blame self for Russia’s collapse, its crimes in Chechnya, its invasion of Georgia, its nuclear threats to Eastern Europe, or its support of Iran’s nuclear ambitions. However, Americans should not engage in wishful thinking assuming that the Russian threat does not exist or will dissolve itself. The West has to be serios about Russia and deal with it, not avoid it or cave in to Russian blackmail.]]></description>
